Exciting news for South Surrey! A significant new real estate development spanning over 25 acres at the southeast corner of the 16 Avenue interchange on Highway 99 has just received conditional approval (3rd Reading) from Surrey’s mayor and council during their January 13th meeting. This ambitious project is set to bring 1,038 residential units across 15 buildings, making it one of Surrey’s largest residential developments in recent memory.
In addition to its residential offerings, the development will feature over 128,000 square feet of commercial space, with many buildings designed to include ground-floor retail and amenities. This mixed-use approach aims to create a vibrant community hub that integrates living, shopping, and dining options in one convenient location.
The project represents a carefully planned transformation of the site, requiring amendments to Surrey’s Official Community Plan (OCP), Local Area Plan (LAP), and Neighbourhood Concept Plan (NCP). It also involves extensive rezoning, subdivision, and the creation of a general Development Permit (DP) along with a specific DP for the first phase. Additional steps include approvals for sensitive ecosystems and the implementation of a new road network to improve accessibility throughout the site.
To accommodate this large-scale vision, the project increases the site’s density from an initial Floor Area Ratio (FAR) of 1.5 to a blended average of 1.91 FAR. This adjustment considers reductions in net developable land due to dedications for parks, riparian areas, and biodiversity conservation zones. The developer will also contribute a tier 2 bonus density Community Amenity Contribution (CAC) as part of the additional density approval.
Situated in one of Metro Vancouver’s most desirable and rapidly growing regions, this development is poised to bring significant benefits to South Surrey. Residents will enjoy proximity to beaches, parks, and nature reserves while also benefiting from quick access to Highway 99, connecting them to White Rock, the United States border, and downtown Vancouver.
