White Rock Planning New 12-Storey City Hall & Community Hub Building

The City of White Rock has officially announced plans to move forward with a new building they are referring to as a “Community Hub”. The new 12-storey building will replace the gravel parking lot that many are familiar with at the corner of Johnston & Russell Avenue (across from The Beer Shack). The new building is set to bring essential services, public amenities, and new community spaces as well as youth programs to the uptown core while also serving as White Rock’s City Hall.

During the January 27th council meeting, city officials approved a 12-storey Community Hub to be developed at 1510 Johnston Road . This project is more than just a new building—it’s a strategic investment in the city’s future, designed to centralize municipal services while fostering a stronger sense of community. The hub will feature modern infrastructure, improved accessibility, and an estimated 10,000 square feet per floor, complete with underground parking and transit-friendly access.

What to Expect: Key Features of the Community Hub

The new facility aims to provide White Rock residents with a one-stop location for essential services and community engagement. Some of the proposed features include:

  • Public Facilities: A new theatre/council chamber, public library, daycare, and retail space.
  • City Services: Administrative offices and additional community services, such as senior programs and cultural activities.
  • Affordable Housing: Council is exploring options to incorporate affordable housing using dedicated reserve funds.
  • Youth Support Services: The City has invited Sources to integrate their Youth Foundry program, offering vital support services to local youth.

Funding and Next Steps

One of the most encouraging aspects of this project is its financial sustainability. The City plans to leverage real estate assets and existing reserves, ensuring there are no additional tax increases or borrowing needed to bring the Community Hub to life.
